The system doesn't care whose radar sees the threat or whose interceptor stops it. Sensors arrive on open standards; effectors are described as data, not wired in.
A radar is a source of readings on a SAPIENT-aligned ingress — ASTERIX Cat 048 where the radar speaks it. A jammer is a row in a capability table: range, band, slots. An interceptor is speed and magazine. The seams are data contracts, not copper.
Because the seams are contracts, the same brain runs on different hardware at different sites. Swap a sensor and the picture updates; swap an effector and the allocation reads the new manifest. Nothing is rewired.
That is what sovereignty means here: not that we build every part, but that no part owns the brain.
