Scarcity by Design
We wrote the shortage in first, because the shortage is the product. Finite interceptors, finite jammers, real magazines and reloads. Every assignment spends an interceptor that cannot be spent again.
The question is not whether effectors are scarce — they always are. The question is who decides where the scarce thing goes. We tested two answers on the same 67-threat suite with the same arsenal, the same physics, and the same guidance geometry. The only difference was routing.
The baseline engages each threat with the soonest-impact interceptor until the magazine is empty — no jamming, no reservation, no feasibility gate. The Owl jams the soft targets and spends its interceptors only where they count. Same hardware, different outcomes: 95.5% protection versus 82.1%, three leaks versus twelve. Each leaked threat carries $10M in damage. Total cost: $33.5M versus $123.2M.
Sim-validated on the 67-threat gated suite. Not field-proven.
