One Choice, One Cost
With one threat there is nothing to decide: you have an interceptor, it has a target. At two, every choice spends a choice you can no longer make.
The board shows the moment the magazine is spent: four active threats, four interceptors committed, hard slots at zero. One track is held — not forgotten, held — and the reason is on the wire: soft-preferred, but the jam is out of range and no effector is free. The hold is a decision. It carries the same provenance as a kill.
This is the discipline scarcity forces. The system never pretends to have an effector it does not have. When the magazine is gone, it says so — and it leaks honestly rather than silently.
